Momentum Before Legislative Session Begins Jan. 12th
Dear WCBA Member or Supporter:
We have fabulous news to share as we head into the 2026 legislative session—and we want you to know how much progress has already been made on behalf of every dealer, collector, and business in Washington.
Before the legislative session begins on January 12, WCBA has achieved two critical milestones:
• HB 2115 has been pre-filed in the House, restoring the 1985 sales tax exemption for precious metals and bullion.
• SB 5894 has now been pre-filed in the Senate, advancing the same repeal effort on the Senate side.
Having both a House bill and a Senate bill filed before session begins is a major accomplishment and reflects the sustained, coordinated work of the WCBA Board and our professional lobbyists, working on behalf of the entire industry.
🔷 SB 5894 — Senate Leadership (Key Milestone)
SB 5894 is pre-filed with strong, bipartisan sponsorship:
Prime Sponsor: Senator Marcus Riccelli (D)
Co-Sponsor: Senator Chris Gildon (R)
This early, bipartisan leadership is critical. It allows WCBA to begin session with momentum, focus immediately on building additional co-sponsors, and engage Senate leadership early on the fiscal reality of this tax.
Just as important, we already have key meetings scheduled with legislative leadership before and as session begins, including:
• Senator Noel Frame, Vice Chair of Finance, Senate Ways & Means
• Senator Manka Dhingra, Chair, Senate Law & Justice Committee
• Representative Amy Walen, Prime Sponsor of HB 2115
These meetings are essential to reinforcing our message early—before budget decisions are locked in.
Why This Work Matters
As you know, ESSB 5794 repealed the long-standing sales tax exemption for precious metals and bullion, imposing retail sales tax and B&O tax beginning January 1, 2026.
WCBA’s position is clear and consistent:
• Precious metals and bullion are investment and savings assets, not consumer goods
• Taxing them as retail purchases is inconsistent with Washington’s tax structure
• Customer behavior will change, shifting transactions out of state or online
• As a result, the projected revenue will not be realized
This is the message our Board and lobbyists are delivering every day in Olympia.

1️⃣ Contact Your State Senator
Now that SB 5894 is pre-filed, it is critical that Senators hear directly from their own constituents.
Please take two minutes to contact your State Senator and ask them to support SB 5894 and sign on as a co-sponsor.
